The massacre of stray dogs has started in Romania during the spring of 2001. It was initiated by the Mayor of Bucharest, Traian Basescu, supported by the Romanian P.M. Adrian Nastase and brought the prehistory in the third millennium through the irrational and useless savageness that has been killing since, tens of thousands of dogs by poisoning, beating to death, crushing, burning alive, etc.

Romania is an European country already invited to join N.A.T.O. and scheduled for a 2007 invitation to adhere the E.U. Therefore, we consider guilty of this situation not only the Romanian authorities but all the foreign officials that neglected the danger of ignoring such a barbarian attitude and make it way into the civilized world. Fortunately, good animal lovers like you, sent almost 200.000 protests to the Romanian government and an Emergency Ordinance against cruelty to animals, came into force during January, 2002. Although it stipulates great fines (up to 1500 euro) for killing an animal, this law exists only on the paper and we face the same tragic fate for the strays. Dogs are still killed in the public shelters through a so-called euthanasia, mostly right after their catching. Interested organizations or mass-media are allowed to participate only if previously scheduled (what for?). Two months ago an important Romanian TV channel, Antena 1, broadcasted a shocking video report from Iasi, one of the biggest Romanian cities, about the way the dogs are killed in the Municipality shelter … by crushing their living necks with tools for cutting the thick cables. No one could comment such a realty any further… Until the situation will change (if ever), the private shelters and the dedication of good committed people are the only chances to save as many dogs as possible from a stupid death, from stupid and primitive people.

Laila is an example. It houses more than 300 dogs, it has huge needs to cope with the needs of its inhabitants - strong comfortable paddocks, food, medicines, heating, water and a modern medical facility …
